Green Lake Sanitary District: Lmi-Df-Big Green Lake Loading Feasibility Study: The Green Lake Sanitary District proposes to conduct a feasibility study to assess nutrient loadings on Big Green Lake. The circulation system is designed to ensure sufficient oxygen concentrations in the deep-water areas of the lake. Oxygen in deep-water areas of the lake will reduce the release of phosphorous from the lake sediment and decrease the level of lake fertilization. This will result in improved water clarity and algae conditions thereby improving water quality conditions for recreation and aesthetics.

Local resources to be provided include volunteer services during installatiotn, volunteer services regarding project management, and financial contribution from Green Lake County.

The project deliverables will include design and installation of a system of compressors and airline sufficient to circulate lake water in the deepest portions of the lake generally greater than 15 feet; report of evaluation monitoring of lake nutrient and mixing conditions after the system becomes operational; and, conduct pre and post operation public informational meetings and prepare fact sheets (current lake conditions, descriptions of circ system, goals/benefits/ecological effects).

Little Green Lake P & R District: Acq-Little Green Lake (Scharschmidt) Land Acquisition: The Little Green Lake Protection & Rehabilitation District proposes to purchase 45.61 acres of land known as the Scharschmidt property to help prevent nutrient loading into Little Green Lake.

Montello Lake P&R District: Lmi-Montello Lake Diagnostic Feasibility Study: The Montello Lake Protection and Rehab District proposes to conduct a Diagnostic Feasibility Study on their lake. This project will result in the development of a lake management plan while integrating all partners including the area community. This will be executed via the completion of a diagnostic/
feasibility study on the lake, watershed and tributaries; these elements will be developed and included: water quality monitoring on lakes in the Montello River Basin; water quality monitoring on six tributaries; flow monitoring on six tributaries; model tributary loads to the lake; land use impact assessment via SWAT modeling; internal loading evaluation; physical shoreline assessment; coordination and communications with all partners and public; management options and implementation plan.

Columbia County: Lmi-Tmdl Development-Phase Ii-Park Lake: Columbia County Land and Water Conservation Department will conduct phase 2 of its TMDL development program for Park Lake. This phase will focus on continued monitoring along with the use of a graduate student to conduct water quality modeling to allow for final development of a TMDL for Park Lake, a 303(d) listed lake. The objectives of this study are to quantify P export from the watershed, and link water quality with nutrient loss from the land. Project deliverables include 1) monitoring of wetland effectiveness by measuring upstream and downstream flow and concentration; 2) Field-scale Snap-Plus and watershed-scale modeling; 3) simulating water quality changes caused by wetlands in this watershed using Army Corp PRE-WET model; 4) continuation of water quality monitoring/data collection along with targeting water sample collection adjacent to wetlands; 5) information/education efforts throughout project; and 6) compilation, documentation, and recommendations of findings. Education efforts include a news release, providing updates and final presentation through regular and annual meetings of the Lake District.

Project deliverables include the following: 1) Employ plan implementation coordinator; 3 year term; 2) Public landing Kiosk Management at 3 Public landings, newsletter development \00BCly, Fact sheet distribution, Lake plan implementation forums 2x/year, Bi-annual regional news releases on progress of plan implementation, Annual status reporting to assc partners & media; 3) Evaluate existing system of gauging stations while maintaining present monitoring schedule, including review for possible enhancements; rapid reporting & graphing, telemetric feasibility, number of stations/locations & estimate of costs; 4) Macro-Scale monitoring strategy will utilize summer aerial photography obtained from FFSA & 3 areas of the lake, Maiden Island, Bluebill Bay & Dead River, will be indexed using a Point-Intercept layout; 5) Radio-telemetry tagging of carp will be implemented; 6) Plot will be established to evaluate the rate of success between natural germination/expansion & artificially enhanced plant beds. Live plants will be planted & evaluated in a manner consistent with the micro-scale monitoring techniques; 7) Landing kiosks will include Lake Zone maps & channel marker buoys will be placed in the identified navigational lanes in the east basin; 8) USAOC & DNR Dam Safety Engineers to determine what modification will be permitted to the current structure, and/or what requirements need to be met; 9) Estimate nutrient & sediment loads from subwatershed areas draining the 805 sq mi watershed; 10) Demonstrate restorations & employ a 10 year natural shoreline restoration program with 10 demonstration sites will be developed & promoted; 11) Appraise existing tern habitat condition & complete tern management planning. Buffalo Lake Protect & Rehab District: Buffalo Lake Water Quality Monitoring Project: The Buffalo Lake project is a USGS water quality trend monitoring effort. Four years of monitoring will be conducted and parallel to the DNR's LTTM program protocol. The goals are to determine current trophic conditions, assess conditions at Buffalo Lake relative to other regional lakes, and build a database for determining trends. These products will be developed: 1) Data will be published in USGS "Water quality and Lake Stage Data for Wisconsin Lakes," 2) Annual summaries, and 3) Final summary report. Lake Puckaway Protection & Rehab District: Lake Puckaway Goal Development & Lake Monitoring Pproject: The Lake Puckaway Protection & Rehab District proposes to conduct a comprehensive lake and water level management plan for their lake. The project's deliverables are to gather, analyze and summarize historical lake water quality/level data; monitor current water quality; establish water level monitoring sites and begin data collection; desseminate historical data, shallow lake ecology information, management alteratives and current status and challenges; identify user expectations and management potential to arrive at consensus on major goals, issues and priorities. A published summary report including management recommendations will be disseminated to property owners, user groups, local, state and federal officials and the general public.

Lake Puckaway Protection & Rehab District: Lake Puckaway Management Plan: The Lake Puckaway Protection and Rehabilitation District proposes to undertake a comprehensive lake management planning project for Puckaway Lake. The project will consist of collecting, analysing and summarizing new and existing physical, chemical and biological data for the preparation of an educational brochure. A survey will be conducted of lake users and area residents about perceptions, attitudes and expecations for the lake; resident advisory "issue teams" will be organized to develop management strategies addressing these issues. The results of all "issue team" efforts will be summarized in a comprehensive lake management plan. In addition, the goals and objectives for each issue identified by the "issue teams" will be documented. This lake management plan will be developed that will incorporate historical data, current status relative to land use and water quality and the publics' expectations for the future of the lake. It will also describe management alternatives and any conflicts or consequences resulting from multiple uses and expectations for the lake. This plan, the educational brochure and survey results will be presented at the District's annual meeting and through its newsletters, both pre-project and post-project work. The DNR will be provided both a paper copy and an electronic copy of the management plan.

Lake Puckaway Protection & Rehab District: Lake Puckaway Management Plan Study Phase Iii: The Lake Puckaway Protection and Rehab District proposes to conduct phase III of a comprehensive management plan on Lake Puckaway. Project deliverables include shoreline erosion inventory, monitoring and habitat characteristic documentation; and organize a 2-day educational Lake Fair. Lake Puckaway Protection & Rehab District: Lake Puckaway Management Plan Development Ph 2: The Lake Puckaway Protection and Rehab District proposes to develop a lake management plan. The goal of this project (phase 2) is to develop a final lake plan. The primary deliverable product is a complete final version, as adopted by the Lake Puckaway Protection and Rehabilitation District and, it's partners. A public involvement process will be implemented in this phase. The final plan will include: a vision statement, a goal statement, an analysis of issues, goals and objectives, improvement strategy, continued public involvement plan, and guidance for increasing the capacity of the lake district Board. Lake Puckaway Protection & Rehab District: Lake Puckaway Management Plan Development Phase 1: The Lake Puckaway Protection & Rehab District proposes to develop a lake plan. The goal of this phased project (phase 1) is to develop a draft lake plan. The deliverable product is a drafted version, as adopted by the Lake Puckaway Protection and Rehabilitation District. Specifically to assesss the lake's historical water quality and fishery; effects of watershed and history of uses; Lake District management actions; to identify target levels and resource protection needs that support goals for water quality, aquatic plants, fish populations and watershed; and assess the lakes historical water levels and implications. Lake Puckaway Protection & Rehab District: Lake Puckaway Comprehensive Management Plan: Lake Puckaway Protection and Rehabilitation District is sponsoring a large scale planning grant focused on updating and rewriting sections of their lake management plan.
Project activities include: Phosphorus loading using WiLMS, Shoreline survey, Course woody debris survey, Water quality assessment, Various aquatic plant surveys, Stakeholder survey
Project deliverables include:Comprehensive Lake Management Plan including the following:Research and review past data and relevant lake management records, Phosphorus loading estimates from watershed (WiLMS), Scenarios developed to assess how changes in watershed would impact water quality, Internal load estimates, Shoreline survey, Map delineating the integrity of the shoreline from water\2019s edge to about 35\2019 shoreward, Coarse woody debris map, Water quality assessment, Sample collection following WDNR long term trend monitoring protocol,Chemistry analysis, Dissolved oxygen and temperature profiles, Carlson TSI, Aquatic plant surveys, Early season AIS survey, Point Intercept survey, EWM peak-biomass survey, Aquatic plant community mapping survey, Maps/raw data for all surveys, Comparison with past surveys, Web-based stakeholder survey, Survey results, Develop a water level management plan, Plan must consider the potential new dam that may be constructed, Frequency, degree and duration of drawdowns, Recommendations based on best possible science and stakeholder input, Management, protection, enhancement alternatives and recommendations, Set tangible and realistic management goals, Identify possible ecological restorative projects, Identify possible funding sources.

City Of Portage: Silver Lake Management Planning: 1) Provide baseline chemical and physical data on the lake. 2) Conduct an aquatic macrophyte survey. 3) Prepare an aquatic macrophyte management plan. 4) Determine trophic classification. 5) Prepare a lake management plan. 6) Prepare a finalreport which include the tasks listed above. 7) The grantee will disseminate information to the public by newsletter mailings, entire report mailings, public meetings, summary report mailings, and a comprehensive management plan. The grantee willprovide the Department of Natural Resources with a paper copy and an electronic copy of the final report. Project results will be reposited at the local library and City Hall.

City Of Portage: Silver Lake Aquatic Plant Survey: This grant is to collects plant data with a point intercept lake survey. Sediment data will be collected at each point, and voucher specimens collected and pressed. A riparian land use survey will also be done.

The survey will follow recommendations made in the DNR Guidance.

Point intercept sample points will be obtained by calling Jennifer Hauxwell at DNR.

Herbarium samples will be distributed to the City of Portage, Southcentral Region DNR office, and the University of Wisconsin Herbarium, c/o Ted Cochrane.

Part two is aquatic plant survey, and part three is development of an APM plan and large scale management activities.

Deliverables:

A final report, including all raw data, will be provided on hard copy to all stakeholders. In addition, a CD containing a pdf. file of the report will be submitted to the DNR Lake Coordinator for posting on the internet.

Color printed maps will be provided along with the GIS data used to create them.

Water quality samples will include all samples listed in the text of the application as well as the final SLOH cost spreadsheet.

A public meeting will be held with the City of Portage to share the results of this grant.

This grant is to create an organized and publicly supported APM plan by doing a public use survey to assess the perceived problems with the lake, write a plan for management of the lake and an educational plan, make monitoring recommendations and recommendations for watershed improvement.

Deliverables: An APM plan that meets the criteria outlined in the DNR Guidance, using the plan checklist for comparison; documentation of the routes of public input that were used, a copy of the public use survey, all raw data from this survey, and a summary of how the survey results were used to craft the final plan; a complete summary of management history with references; the plan will end with recommendations as listed on page 5 of the application (Paragraph 1), including a detailed description of the importance of each water quality parameter that is recommended for collection. The final plan will be presented at a lake association meeting. In addition, see ranking questions A2, A5, A6, B2, E1, and E3, which also describe deliverables.

Results of this study will be shared with the community via meetings, and posted on county and municipal websites.

White Lake Mgmt District: White Lake Comp Management Plan Project Phase 1: The White Lake project will develop Phase 1 of a comprehensive mangement plan. The project will develop a Phase 1 report that includes results and recommendations regarding these activities: 1) I&E program including semi-annual newsletter, meetings, news releases, summary brochure, 2) Historic information and data will be reviewed and summarized in the report, 3) Water quality monitoring for a year, LTTM protocol, 4) Aquatic plant survey based on results of rake transect methodology, 5) Watershed survey will include a land use survey, P loading estimates and sensitive area designation, and 6) Public access review will examine the existing status and make recommendations. The DNR will be provided with two paper copies and an electronic copy of the report. The project results will be disseminated to the public by newsletters, public meetings, news articles, comprehensive management plan (Phase 1) and a summary brochure.

Williams Lake Protection & Rehab District: Williams Lake Apm Survey & Mgt Plan: The Williams Lake Protection & Rehabilitation District proposes to conduct an Aquatic Plant Survey and using that data, develop an APM Plan. Project deliverables include modified lin-transect method of sampling, one sampling period in mid-summer, identification of plant problems, recommendations for plant control and equipment evaluation. A final report will be provided to the District for future educational purposes, and the DNR will be provided with both a paper copy and an electronic copy of the final report.

Williams Lake District: Williams Lake I&E And Apm Survey Phase 2: The Williams Lake P&R District proposes to conduct an information and education project, along with an aquatic plant survey on their lake. This project will an appraisal of aquatic plants as well as their Lake Education Initiative. See project description submitted with application materials.

Williams Lake District: Williams Lake Watershed And P Appraisal Phase 1: The Williams Lake P&R District proposes to contuct a watershed and phosphorous appraisal on their lake. Buffalo Lake Protection & Rehab District: Buffalo Lake District: The goal of this project is to protect, restore and expand the lotus beds on Buffalo Lake. The lotus beds are important to Buffalo because they can effectively block invasive plant colonization, hold sediment in place, clarify the water, provide excellent fish habitat, increase eco-tourism and provide a valuable aesthetic beauty.

Project activities include: 1) Inform public of the existence of sensitive habitat areas; 2) Install informational signs at boat launches and informational buoys around the lotus beds; 3) Lotus re-seeding

Project deliverables include: 1) Pictures of signs and buoys on the lake; 2) map of current lotus beds and areas of re-seeding.

Project includes characterizing the depth contours and composition of the existing and subsurface dredge banks; and providing a report including map indicating bank configurations, locations, depths. GPS or GIS integration will be completed. This work will be completed within the lake basin and excludes river reaches.
